Bukowina, eastern borders of Austro - Hungary, 1913. In a region called Europe in miniature cause of huge ethnic diffrences rules count Otto Wiladowski with support of local business men. Facing revolutionary mood count starts to fear for his life. He suspects that there is conspiracy against him. Its leader can be a bolschevik-supporting son of local rich man or fanatical rabbi. The count hires a spy, Jakob Tausk, whose task is to denounce the conspirators.
