The fledgling democracy called Turtalia is locked in a death struggle with the fascist state of Dorado. Warfare has spread to San Francisco where a determined band of guerrillas holds out in the hills surrounding the bay. You are an agent for the Turtalian people in the fight against the war-wongering Doradans. Your mission is to help the guerrillas as much as you can.
